Whirlink is actually two Pokémon held together by an unknown source. When threatened they will both begin spinning against each other to build up enough friction to release massive stored up energy attacks.
Interlocking two bodies and spinning around generates the energy they need to live. It is usually motionless, but when attacked, it rotates at high speed and then crashes into its opponent.
