Fables state that in war times, this Pokémon appears as a warning for civilizations to make peace. Some say if no peace can be achieved, it will discharge bursts of electricity exceeding 200,000 volts, destroying civilizations it deems unworthy.
Wild Togechu are known to appear to pure-hearted Trainers who have formed very close bonds with their Pokémon. If they witness Pokémon being mistreated by their Trainers, they will zap them with 100,000 volts.
If it stores too much electricity, its behavior turns aggressive. It will never appear where there is strife.
