It was once written that the bond between Lugia and Ho-Oh was so strong that it was like they were one Pokémon. Although most historical studies disagree with this interpretation, some believe they were once one being that eventually split: Luoh.

Its feathers--which glow in seven colors depending on the angle at which they are struck by light--are thought to bring joy. Luoh is so powerful even a light fluttering of its wings can blow apart houses.
