Because it is so heavy, it sinks to the bottom of the sea rather easily. Its fins are too weak for swimming, so it uses blasts of Bubble from its mouth to propel itself through the water.
By cleverly flicking the fins on its back side to side, it moves in any direction while facing forward. Once it starts running, it doesn't stop.
