The pink appendage coming out of Poliwile's head is a sensory organ, capable of detecting faint traces of other Pokémon by being raked across surfaces. The organ's sensitivity makes it a weak point, the spikes along its length defending it from harm.

Its giant jaws are actually steel horns that transformed. The curled hair on its head proves its status as a king.
